Well we're almost done, but tier 1 still presents some issues. First of all, there's the clay. Whoever modified the plans (Rygar?) when I pointed that out tried to build around the clay, but it seems very awkward, with clay for paths around some of them, and so forth. Second, the copper mine opening is too close to town. Yeah, Kaz was right. It only came to light with the last tile of tier 2, I had to do some dirt hax with the flatten command to get it level, but tier 1 is closer to the mine entrance. I'm afraid that we won't be able to level out certain areas near it, making houses there pretty much impossible. I might, maybe be able to do 1A and 1J, but 1I and 1S are pretty much boned. So with those points in mind, I'd recommend abandoning 1I and 1S, and also the plots most entwined with the clay: 1M, 1L, 1U, and 1T. 1Z seems to have already been axed as it was pretty much on the clay. Cutting out those lots as well as 1V, 1W and 1X would make finishing tier 1 so much easier, as it would remove a lot of the really low, downslope points that would have to be raised. Please don't make me go through this digging nightmare for another 3 days. D: Here's a diagram I made to show what I mean:

That is a lot of houses you are removing. A fifth of all of the buildings in town, in fact.

I'm ok with not terraforming 1S, 1Z, 1T, or 1U. At least, not yet. But we need the houses.

Alright, 1L, 1M, 1W, 1V and 1X are doable, just hard. I'm not totally certain I'll be able to do 1A, 1J can probably work though.

As the proud owner of 1T, I resent your feeble attempt to get rid of my house.
Plus, you know, I've already started terraforming it. The lot is basically 75% done. But to be fair, it -was- a pain in the ass, and my walkway around it is clay, making it rather useless as a walkway.
But it comes down to this; we need houses, and there's nowhere else to put them. Yes, it's going to take us a while, but it's not like us diggers have a lot of other, pressing work to attend to. And if the alternative is that a third of the town don't get houses, well...I'll keep working on Tier 1 by myself then, because I don't want to leave those folks out in the cold.

Alright, if you don't mind your house being there, you can terraform that spot. Maybe I will work on 1U someday. But 1I and 1S aren't a matter of choice, unfortunately.

If we're going to pay the upkeep for a settlement, we might as well shove as many houses within the boundary as possible. I'll agree that 1S and 1I seem pretty hopeless. I think the rest of Tier 1, minus the clay walkways, is completely salvageable though.

Here's an open challenge to all diggers:
The tile on the southeast corner of my plot (1T) was accidentally raised 1 level too high. Unfortunately, it shares a border with 3 other clay tiles. As such, it seems like it's impossible to lower the corner back down to level again. No matter which tile I dig from, I only get clay, and the corner doesn't go down (even the dirt tile).
A shiny nickel to anyone who can find a way of lowering this errant corner to level!
